Technical Service (TS) Department

The Technical Service (TS) Department is responsible for the separation of employees, formulation, interpretation, implementation and monitoring of Public Service Human Resource and Industrial Relation Policies to facilitate industrial harmony, motivate employees and ensure compliance with Terms and Conditions of Service. It is headed by a Director.

The Department has two sections namely, Separations, as well as Research and Industrial Relations which are headed by Assistant Directors. Below are the sections alongside their functions:

Separations Section

This section is charged with the responsibility of coordinating the separation of employees, leave management, compensation and disciplinary cases in the Public Service in order to ensure compliance with the Terms and Conditions of Service.

The section is divided into the following units, each of which is headed by a Chief Human Resource Management Officer:

  • Operations: This unit is responsible for facilitating the exit process from the Civil Service. The unit also processes compensation, unpaid leave and disciplinary cases in the Public Service in order to ensure compliance with the Terms and Conditions of Service; and
  • Separations: This unit is responsible for the determination of separation packages and processing of requests for authorizing payment for excess leave days in the Public Service in order to ensure compliance with the Terms and Conditions of Service.
  • Research and Industrial Relations Section: This section is charged with the responsibility of coordinating the formulation, interpretation, implementation and monitoring of the Terms and Conditions of Service, and industrial relations matters to facilitate the motivation of employees and industrial harmony in the Public Service. The section is divided into the following units, each headed by a Chief Human Resource Management Officer:
  • Policy and Research: This unit is responsible for the formulation, interpretation, implementation and monitoring of the Terms and Conditions of Service, and industrial relation matters in the Public Service to facilitate informed decision making; and
  • Industrial Relations: This unit is responsible for the provision of technical support on industrial relation matters in the Public Service to facilitate decision making.
