About Us

Public Service Management Division (PSMD) is an institution of Government that falls under the Office of the President and is headed by the Permanent Secretary Ms. Margaret N. B. Miyoba. The Division is charged with the overall responsibility of Human Resource Management in the Public Service.

Portfolio Functions

 PSMD adopts its portfolio functions from Gazette Notice No. 836 of 2016, on Statutory Functions and Composition of Government Portfolios, the Division’s Portfolio Functions include:

  1. Public Service;
  2. Public Service Management;
  3. Human Resource Management and Development; and
  4. Strategic and Performance Management Services.

Mandate

 In line with its Portfolio Functions, Public Service Management Division is mandated to undertake the following:

  1. Recruitment and Placement of Human Resources;
  2. Human Resource Development;
  3. Human Resource Information Management and Planning;
  4. Formulation and Interpretation of Terms and Conditions of Service;
  5. Payroll Management and Establishment Control;
  6. Strategic and Performance Management Services; and
  7. Developing, and coordinating implementation, of Records Management policies and systems in the Public Service

PSMD is composed of six (06) Departments and two (02) Grant-Aided Institutions as follows:

  1. Administration;
  2. Recruitment and Placement;
  3. Payroll Management Establishment Control;
  4. Human Resource Development;
  5. Human Resource Information and Planning; and
  6. Technical Services.

Future Search

The Future Search was established in 1993 as a Social Safety Net to provide counselling and training services to out-placed workers.  The overall aim of the program is to reduce destitution after one’s working life by empowering beneficiaries with self-employment, wealth and job creation.

Public Service Pensions Fund (PSPF) Board

The Public Service Pensions Fund (PSPF) is a funded benefits Pension Scheme created by CAP 260 of the Laws of Zambia, Act Number 35 of 1996. The Scheme provides pension benefits to retired public servants and survivors of deceased estates.
